Grants for creating education programs

Has anyone had any success with applying for grant money to pay for education program research and design? We would like to create some new programs, but are limited on the staff and monetary resources to do so at the present time. Grant money, if there are grants for this type of project, would allow us to hire temporary staff to assist with the creation of these programs.
